My OFR is acting up. I tune it to standard, lock it in, but when I press down on the bar and let it return naturally, its out of tune by 1/4 a step. But then when I just gently pull up and let it return, its back in tune until I press down again.

But then when I just gently pull up and let it return, its back in tune until I press down again. Sounds like either a spring issue or something is binding (rubbing). Try lubricating the springs or replacing them.

Are the strings new? When you change strings on any guitar they're going to need stretch a bit before they stay in tune. I normally place my index finger under each string at the 12th fret and pull it up and down and retune until it holds it's tuning.
If that's not the problem it's definitely a spring issue. Get new springs.
