I think if you watch the Speed kills DVD it Michael mentions.....'giving the you the keys to the Lamborgini'....
He talks about developing a fast study tremolo.....thats your absolute fastest picking speed because that's you PPS(potential picking speed as he calls it)......and then get really good at things like changing strings on an up stroke.
I tell my students if they can develop a fast tremelo and get good at changing strings on the up stroke and 'inside picking' type moves, they'll develop a great picking technique.
MAB really does sum it up quickly on the Speed kills DVD though. No BS, just good advice.

Run through chromatic scales with a metronome, each time you completly succeed at a level which is accurate, turn the dial up on the metronome by another five bpm

yeah the whole tremelo thing is like the ceiling on your playing. The more techniques you involve: string skipping, changing strings, legato, palm muting, the more it pulls down your pps. So you have to work at those individual things that pull it down to make it as comfortorable as your tremelo

Legato increases PS, but otherwise- what they said, its all in the tremelo, I need to work on mine, I max out at 16ths around 170.

If you get used to hold your pick at and angle between your first index finger nuckle and your thumb that should help. Helped me. Adam
